‘Have your Say’: Community Consultations for Local Government Economic Empowerment and Development Strategy/ LEEDS (September – October 2007)




LEEDS is the translation at local government level of Nigeria’s National Economic Empowerment Development Strategy (NEEDS). The State and Local Government Project (SLGP) works together with state and local governments in promoting effective pro-poor state and local government policies in Nigeria. Within the framework of LEEDS, it encourages partnerships between local governments and ordinary people in the conception and execution of community development projects.


The community consultations as facilitated by TFDC stimulated ordinary people in the targeted communities to articulate their needs to be fed into the development plans and budgets of the local area councils in 2008 and up to 2012. The consultations used a mix of drama and participatory techniques (transect walks, ranking, futures maps, focus group discussions) to bring out needs, issues and priorities from the people’s own perspectives and experiences.


Key Results

  • The training and workshops attended by FCDA, Area Council workers, and Councillors encouraged discussion on bottoms-up development
  • The training exposed the workers to participatory methods for generating development information
  • The field visits helped clarifying community needs and the context within which LEEDS development plans should be made.
